Yiwu is comprehensively reinforcing inspection and supervision on export toys recently in order to help enterprises build and perfect their internal quality management system.
China is a big exporter of toys and annual export volume amounts 22 billion pieces, supplying 70% of the toys in European and American markets. Yiwu is the distribution center of commodities, and its toys account for a sizeable share in the national exported toys. According to statistics from Yiwu Toys Guild, market entities are over 3000 with yearly sale of 4 Billion, and 70% of their toys are exported, 25% of which to European and American countries.
Only 1/10 of the market entities are local productive enterprises with annual production value of more than 1 billion, and the rest are entities for exporting toys purchased from the market. Because of the Made-in-China Recall in the U.S., China has stopped toys inspection application in the way of market purchase from August and carried out the license management regulation origin inspection application. Yiwu Entry-exit Inspection & Quarantine Bureau adopts the mode of " receive order in market +inspect in origin + examine in Yiwu(port)" for the exporting toys purchased from the market. Now 14 enterprises of Yiwu have acquired the quality license for export toys. In order to reinforce supervision of the export toys quality, Yiwu Entry-exit Inspection&Quarantine Bureau increases test on the safe items, advances frequency of sample testing and raises the rate of self-examination from 20& to 40%. At the same time, to improve enterprises' capacity to control their products quality, the Bureau focuses on inspecting and supervising toys exported to important countries and regions like US, Japan and EU, carries out related examination according to different countries with different requirement. Of the 14 enterprises with quality license for export toys, 12 are listed by Quality Management System Certification from China Certification & Inspection Group,7 are CCC listed and 2 enterprises are listed by Environment Management System Certification.
